Red Hill CFA & Sam Norris

Community In Focus - Red Hill CFA

24 March 2025

We recently met with Sam Norris, Captain of Red Hill CFA to talk about our community and the work our local volunteers do. We respect the fact that Sam was strong about preferring to fly under-the-radar, in saying this, it’s important for us to put a face to the organisation and also to thank him and all CFA volunteers for their dedication and hard work.

This year marks the 85th anniversary of the Red Hill Country Fire Authority (CFA) — a remarkable milestone for an organisation built on dedication, community spirit, and the tireless efforts of unpaid volunteers. For generations, locals have stepped up to serve and protect their community, keeping people and property safe from the threat of fires and emergencies.

Sam, who has been a member of the Red Hill CFA since 2003, now holds the position of Captain after taking over in 2020 from long-serving Captain Daryl Setter. Sam's journey began when a fellow CFA member encouraged him to get involved, saying, “If you're going to live here, you need to help here.” Now, 22 years later, Sam continues to lead with passion and dedication.

As communities in the Red Hill area evolve, there has been a noticeable increase in non-permanent residents, which limits the pool of available volunteers. Organisations across the Mornington Peninsula are in need of both hands-on support and financial assistance.

After severe storms in the area in 2021, Sam along with other community leaders, established the Hill and Ridge Emergency Network. This network exemplifies the true spirit of community collaboration. The network connects residents during emergencies, streamlines communication, and identifies resources and vulnerable individuals in need of immediate assistance. Currently, the network has 35 streets registered and is supported by three Senior Community Leaders who coordinate communication with Street Leaders. These leaders further disseminate information and organise resources within their streets, which may include accommodation, generators, and animal sheltering. The network’s success lies in its ability to foster a sense of shared responsibility, where everyone works together to keep each other safe.
